City Consultants & Research, LLC is an Indianapolis based women owned enterprise.  The limited liability corporation is registered in Indiana.

City Consultants and Research, LLC provides technical assistance, grant writing and grant management training for cities and not for profits receiving public and private grants. The firm specializes in assisting cities in obtaining and receiving federal grants. The firm's staff has extensive experience in conducting housing market analysis, economic analysis, and managing grants.  The firm is skilled in public input processes, fair housing assessments, and facilitating planning and strategy development processes.

City Consultants and Research, LLC assists modest-sized cities, counties, not-for-profit organizations, and other agencies receiving federal funds from the United States Department of Housing and Urban Development. Regardless of size, all cities are required to follow the same federal regulations and guidelines, but are often not given ample planning and administration funds to meet those requirements. City Consultants and Research, LLC can offer these cities additional expertise and experience to complete long range strategic planning, technical assistance, and staff training.

Grant Writing
  • Have secured approximately $61,800,000 of federal and private funding for local communities and non-profit organizations

  • Applied for and received a Promise Zone designation for the City of Indianapolis and the John H. Boner Community Center in early 2015.  The designation has resulted in over $121,785,558 of investments as of 8/22/18.

  • Have applied to various funding resources, including the US Department of Housing and Urban Development, the Economic Development Administration, the Federal Home Loan Bank of Pittsburgh, the Federal Home Loan Bank of Indiana, the Home Depot Foundation, and the State of Indiana.

Grant Management and Strategic Planning
  • Developed policies and procedures for affordable housing development programs, including rental rehab for supportive housing, homeowner repair and down payment assistance programs.

  • Organized and facilitated meetings with housing and social service providers, public officials, and community stakeholders to identify community development issues.

  • Created new financial policies and procedures to monitor expenditures and program income for federal grant recipients.

 

Project Management
  • Oversight of local façade improvement project.60 businesses received improvements, 15 of which received federal grants for their projects.

  • Oversight of local home repair program, with 100 homeowners receiving assistance over a five-year period.

  • Lead a successful resolution to Davis Bacon violation on a multi-year infrastructure project.
